Targeted Interventions :

At present, Delhi State AIDS Control Society is implementing about 79 Targeted Intervention Projects for High Risk Groups like Commercial Sex Workers, Men who have Sex with Men, Inject able Drug Users, Truckers and Migrant Workers in various parts of Delhi.

Role of Targeted Invention

For HIV/AIDS prevention programme purposes, it would be useful to divide the entire population of a country into people who practice high-risk behaviors and people who practice low risk behaviors. The high-risk behaviors could be unprotected multi-partner sexual intercourse and injecting drug use without sterile precautions. In this scenario, HIV infection would travel faster and wider in populations that practice high-risk behaviors. This leads to a larger epidemic in the high-risk groups, which over time, spills over to the low risk groups also. Hence in the interest of overall control of HIV epidemic, it is necessary to intervene as early as possible. This is done by initiating and supporting Targeted Interventions, which could lessen the spread of infection within high-risk groups and thereby in the general population.

NGO Selection :

Following transparent and viable procedure has been adopted in the selection of NGOs :-

  1. Based on Needs and presence of High Risk Groups, geographical areas for starting the interventions are identified.
  2. Advertisements in National dailies for inviting proposals
  3. Short listing of NGOs through Technical Advisory Committee
  4. Field visits of short listed NGOs through Joint Appraisal Team to asses the infrastructure and capability of the NGOs.
  5. Selection of NGOs through the Executive Committee of the Society


The key components for Targeted Interventions are

Component Objective
STD To ensure that the knowledge, skills and services that are necessary for detection and treatment of STD infection are available for the high-risk behaviour groups. In an environment that is empowering, the above situation leads the community to promptly access STD services in the event of STD infection
Condom To ensure that the knowledge, skills and services that are necessary for accessing and using condoms in penetrative sexual acts are available for the high risk groups In an environment that is empowering, the above situation leads the community to use condoms in penetrative sexual acts.
Enabling Environment To support and facilitate changes in the environment that enables the community to practice safer behaviors. These changes need to become policies and get implemented at state, district and local levels.
Community mobilization To support and facilitate changes in the community so that they are empowered to articulate their issues and develop their own solutions or advocate for the needed solutions.
BCC

Behaviour Change Communication is a cross cutting issue that provides communication that is aimed at achieving the objectives of the above four components.
